The film opens with a devastating accident on a quiet bridge near Bomont, Georgia. Bobby Moore, the beloved son of Reverend Shaw Moore (Dennis Quaid), and his friends lose their lives in a tragic head-on collision with a truck after a night of reckless partying. Heartbroken and desperate to protect the town’s youth, Reverend Moore persuades the city council to enact strict ordinances, including a ban on unsupervised dancing within city limits. For three years, the shadow of this tragedy hangs over Bomont, stifling its spirit.
Three years later, Boston teenager Ren McCormack (Kenny Wormald) arrives in Bomont to start a new life with his aunt Lulu, uncle Wes Warnicker, and their daughters Sarah and Amy, following his mother’s death from leukemia and his father’s abandonment. On his first day at Bomont High School, Ren meets Willard Hewitt and Woody, who quickly befriend him and explain the town’s no-dancing rule. Ren, accustomed to the lively energy of the city, finds the ban ridiculous and stifling.
Ren’s rebellious nature catches the eye of Ariel Moore, Reverend Moore’s spirited and defiant daughter, who is secretly dating dirt-track racer Chuck Cranston. Ariel, bored with Chuck’s rough attitude, is intrigued by Ren’s sharp wit and unshaken confidence. However, Chuck sees Ren as a threat and challenges him to a dangerous school bus motocross race. Despite never driving a bus before, Ren narrowly wins, but not without nearly getting himself killed when the vehicle bursts into flames.
Reverend Moore, already wary of Ren’s influence, forbids Ariel from seeing him. Undeterred, Ren and his classmates begin to plan a senior prom, hoping to challenge the restrictive law against dancing. Ren even teaches Willard, who lacks rhythm and confidence, how to dance in preparation for the event. As the group bonds, Ariel grows closer to Ren, creating tension with Chuck.
Things come to a head when Ariel breaks up with Chuck. In a fit of rage, Chuck assaults her, leaving her with a black eye. At church the next day, Reverend Moore confronts Ariel, assuming Ren is responsible. Ariel, fed up with her father’s domineering ways, lashes out, accusing him of blaming Ren for everything, just as he blamed dancing for Bobby’s death. She shocks him by revealing that she lost her virginity, daring him to pass another law to control her choices. Furious and heartbroken, Shaw slaps Ariel, leaving Vi, his wife, horrified. Vi later confronts Shaw, telling him he’s trying to control everyone, including their daughter, and that dancing and music aren’t the problem.
Determined to bring change, Ren takes his case to the city council, passionately arguing for the repeal of the anti-dancing law. He reads Bible verses, supplied by Ariel, that depict dancing as a form of worship, celebration, and joy. Despite his compelling plea, the council votes against him, as Reverend Moore’s influence ensures the decision is made before the meeting even begins.
With no official approval, Ren’s boss, Andy Beamis, steps in and offers his cotton mill, located in the neighboring town of Bayson, as a venue for the prom. The location is outside Bomont’s jurisdiction, giving the students a chance to dance freely. However, Ren knows the event’s success hinges on Reverend Moore’s blessing. Ren visits Shaw at the church, where the two share a heartfelt conversation about their personal losses—Shaw’s grief over Bobby and Ren’s pain from losing his mother. In a moment of mutual understanding, Ren asks for Shaw’s permission to take Ariel to the prom, and Shaw reluctantly agrees.
As prom night approaches, Reverend Moore has a change of heart. Standing before his congregation, he asks them to pray for the high school students organizing the dance. His gesture inspires many parents, who help the teens decorate the mill and prepare for the big event.
The prom begins as a joyful celebration, but trouble brews when Chuck and his gang arrive, determined to cause chaos. Ren, Ariel, Willard, Rusty, and Andy confront them, and after a tense scuffle, Chuck’s group is sent packing. With the threat gone, the students return to the mill. Ren, grabbing a handful of confetti, tosses it into the air, shouting, “Let’s dance!” The room erupts into celebration as everyone joins in, moving to a lively rendition of “Footloose,” marking the end of Bomont’s era of repression and the start of a brighter, freer future.
