Liu Jian, a highly skilled Taiwanese police officer, is sent to Paris to assist French authorities in apprehending Mr. Big, a powerful Chinese mob boss involved in heroin smuggling. Upon arrival, Liu meets Inspector Jean-Pierre Richard, a corrupt and violent French detective. Richard leads Liu to believe that his role in the operation is limited to surveillance. They stake out a luxury hotel where Mr. Big is set to meet with associates.
At the hotel, Mr. Big is introduced to two female prostitutes, one of whom is Jessica Kamen, an American woman. While the surveillance team watches through cameras, Mr. Big dismisses everyone from the room except the two women. Jessica retreats to the bathroom, visibly uneasy, while her colleague begins engaging with Mr. Big. Unexpectedly, the second prostitute stabs Mr. Big multiple times, leaving him critically injured. Liu, seeing the situation unfold on camera, rushes to the scene. He subdues the attacker and uses acupuncture needles to put Mr. Big in a coma. As Liu attempts to call for medical help, Richard arrives, shoots Mr. Big and the prostitute with Liu’s police-issued handgun, and frames Liu for the murders. Jessica, who has remained in the bathroom, avoids detection.
Realizing he has been set up, Liu narrowly escapes from the hotel with a surveillance tape showing Richard committing the murders. Meanwhile, Richard presents fabricated evidence implicating Liu to both the French police and a visiting Chinese delegation. Although the Chinese officials express skepticism about Richard’s claims, Liu is now a fugitive.
Liu arranges a secret meeting with a trusted Chinese official on a crowded sightseeing boat to hand over the incriminating tape. However, Richard’s men track them down, assassinate the official, and force Liu to flee. Pursued by police and special forces, Liu evades capture but must remain in hiding.
As Liu navigates his worsening situation, he encounters Jessica, who is being coerced into prostitution by Richard. Jessica’s young daughter, Isabel, has been kidnapped by Richard to ensure her compliance. Liu discovers that Jessica was the second prostitute present during Mr. Big’s murder and realizes she could testify to clear his name. However, Jessica refuses to cooperate unless Liu helps her rescue Isabel.
Liu devises a plan to recover the surveillance tape, believing it to be the strongest evidence of his innocence. He sends Jessica to Richard’s office to retrieve the tape. Despite the danger, Jessica succeeds in stealing it. The pair then head to an orphanage where Isabel is being held. Anticipating their move, Richard sets up an ambush, and a violent confrontation ensues. Although Liu and Jessica manage to escape, Jessica is critically injured by a gunshot to the chest. Determined to save her life, Liu takes her to the hospital, where doctors begin treatment.
With Jessica under medical care, Liu resolves to retrieve Isabel directly from Richard. He storms the police station where Richard is holding the child. On the way to Richard’s office, Liu faces a gauntlet of heavily armed officers. He engages in a series of intense battles, including one with a group of more than twenty officers in a martial arts training session. Using his combat skills, Liu overcomes each challenge and sabotages the controls of a steel fire door to block reinforcements from reaching the upper floors.
After defeating Richard’s elite bodyguards, Liu confronts him in his office, where Richard is holding Isabel at gunpoint. Unarmed and injured, Liu challenges Richard, warning him that killing Isabel will leave him with no protection. Richard fires his gun, wounding Liu in the shoulder, but Liu disarms him and uses an acupuncture needle to deliver the “kiss of the dragon.” This forbidden technique causes all of Richard’s blood to rush to his brain, resulting in a painful death by aneurysm.
With Richard defeated, Liu rescues Isabel and takes her to the hospital. There, he reunites the little girl with her mother. Liu removes an acupuncture needle from Jessica’s neck, awakening her from unconsciousness. Jessica is overjoyed to find Isabel peacefully sleeping beside her, safe and sound.
