In the war-torn Southeast Asian nation of Shadaloo, a brutal civil conflict rages. The rogue warlord and self-proclaimed General M. Bison holds the nation hostage, commanding an army fueled by fear and chaos. Bison captures 63 Allied Nations (A.N.) relief workers and delivers an ultimatum in a chilling live broadcast: $20 billion in ransom within three days, or the hostages will die. Watching from Allied Nations headquarters, Colonel William F. Guile, a determined and battle-hardened leader, vows to bring Bison to justice, not through negotiations but by sheer force of will.
Bison’s location is elusive, hidden deep within the river-delta region outside the city. Meanwhile, in the depths of his fortress, Bison oversees a sinister experiment. He orders Sergeant Carlos “Charlie” Blanka, one of Guile’s closest friends, to be transformed into a monstrous supersoldier. Dr. Dhalsim, a scientist held against his will, reluctantly performs the gruesome procedure. Though Charlie’s body is grotesquely altered, Dhalsim subtly tweaks his programming to preserve fragments of his humanity, hoping to save the man trapped inside the beast.
Elsewhere, American con artists and martial artists Ryu Hoshi and Ken Masters find themselves in deep trouble. They attempt to dupe the powerful arms dealer Viktor Sagat by selling him counterfeit weapons. Sagat, a ruthless figure with ties to Bison, quickly uncovers their deception. As punishment, he pits Ryu against his cage-fighting champion, Vega. The arena roars with bloodlust, but before the fight escalates, Guile storms in with his forces, arresting everyone present for violating the city’s curfew.
In the prison yard, Guile witnesses Ryu and Ken fend off Sagat’s men in a display of skill and strategy. Recognizing their potential, Guile offers them a deal: infiltrate Sagat’s organization and help locate Bison’s base in exchange for their freedom. Ryu and Ken agree, staging a fake prison escape to gain Sagat’s trust. To sell the ruse, they even fake Guile’s death, much to the shock of the city.
Meanwhile, investigative journalist Chun-Li Zhang tirelessly hunts Bison, driven by a personal vendetta—Bison murdered her father decades ago. Alongside her loyal crew, former sumo wrestler Edmond Honda and disgraced boxer Balrog, Chun-Li stumbles upon Guile’s plan. Despite Guile’s orders to stand down, Chun-Li attempts to assassinate Bison during a lavish party hosted by Sagat. However, Ryu and Ken, now embedded within Sagat’s inner circle, are forced to intervene, exposing Chun-Li and her team to maintain their cover.
Captured and brought to Bison’s fortress, Chun-Li confronts her father’s killer in a harrowing face-off. Though she fights valiantly, Bison escapes her grasp, releasing a gas that incapacitates her and her allies. Ryu and Ken, torn between loyalty and survival, begin to question their place in the mission as the stakes grow deadlier.
Back at Allied Nations headquarters, Guile prepares for a full-scale assault on Bison’s base, despite orders from his superiors to stand down and pay the ransom. Rallying his loyal soldiers, Guile leads a daring raid deep into enemy territory. The jungle trembles under the roar of helicopters and the march of boots. Inside the fortress, chaos erupts as Guile confronts the horrors of Bison’s lab. He finds Charlie, now mutated beyond recognition, restrained and enraged. Guile raises his weapon to end Charlie’s suffering, but Dr. Dhalsim intervenes, pleading for mercy. Guile hesitates, torn between duty and friendship.
As the battle intensifies, Bison reveals his grand plan: unleashing Charlie on the hostages as a symbol of his ultimate power. Bison, clad in a technologically advanced suit with weapons and abilities far beyond human capability, faces Guile in a brutal showdown.
