In the shadow of the 1972 Summer Olympics in Munich, a tragedy unfolds that shocks the world. The Palestinian militant group Black September carries out a ruthless attack, murdering 11 Israeli athletes. The global spotlight shifts to Israel, where an unforgiving decision is made: retaliation. Mossad agent Avner Kaufman, a German-Jewish operative, is handpicked by his handler, Ephraim, to lead a covert mission to eliminate 11 Palestinians allegedly linked to the massacre. To shield Israel from scrutiny, Avner resigns from Mossad, severing all official ties to the agency. His mission is to be carried out in the shadows.

Avner’s team is a collection of disparate yet committed individuals. There’s Steve, a hotheaded South African driver; Robert, a meticulous Belgian toy-maker turned explosives expert; Carl, a former Israeli soldier and “cleaner”; and Hans, a sharp-witted German forger. Their information flows from a French informant, Louis, a man whose connections run deep into a shadowy world of espionage. Louis operates under the influence of his family’s legacy from the French Resistance, giving his dealings an air of mystery and danger.

The team’s first target is in Rome, where they execute Wael Zwaiter, a poet living under the radar. From there, they detonate a bomb in Paris to eliminate Mahmoud Hamshari and travel to Cyprus to carry out another explosive hit on Hussein Abd Al Chir in his hotel room. The mission escalates when the team, with the help of IDF commandos, infiltrates a heavily guarded compound in Beirut. They assassinate Muhammad Youssef al-Najjar, Kamal Adwan, and Kamal Nasser in a swift and brutal assault.

As their hits accumulate, so does the emotional toll. Tension simmers among the group as doubts surface about the morality of their actions and the unintended collateral damage they cause. Avner briefly escapes the chaos to visit his wife and newborn child, but the weight of his mission lingers.

The team’s next stop is Athens, where they track Zaiad Muchasi. But their operation takes an unexpected turn when Louis places them in a shared safe house with rival PLO members. The Mossad agents narrowly avoid disaster by feigning allegiance to militant groups like the IRA, ETA, and Red Army Faction. Avner shares a rare moment of connection with Ali, a PLO member, as they debate their respective claims to homeland and justice. However, this moment of understanding is shattered when Ali is killed by Carl during their escape.

In London, the team sets its sights on Ali Hassan Salameh, the mastermind of the Munich attack. But their attempt is interrupted by a group of drunken Americans—hinted to be CIA operatives protecting Salameh in exchange for a non-aggression pact against U.S. diplomats. The game becomes more dangerous when the hunters become the hunted.

Carl is killed in a chilling turn of events by a Dutch contract killer. The team tracks her down to a houseboat in Hoorn, Netherlands, and exacts their revenge in a harrowing execution. But the team continues to unravel—Hans is discovered stabbed on a park bench, and Robert dies in a fiery explosion at his workshop. Avner and Steve remain the last survivors. They locate Salameh in Spain, but armed guards thwart yet another assassination attempt, leaving them questioning their informant Louis’s loyalty. Was their mission compromised?

Avner, now burdened by guilt and paranoia, returns to Israel briefly but feels disconnected from the hero’s welcome he receives. He relocates to Brooklyn with his family, but peace eludes him. Nightmares of the Munich massacre haunt his sleep, and he grows increasingly paranoid about the safety of his wife and child. A chilling phone call from Louis’s father confirms that Avner’s real identity is known, heightening his anxiety.

Desperate for answers and overwhelmed by the strain, Avner storms into the Israeli consulate, demanding Mossad leave his family alone. Ephraim, steadfast and resolute, approaches Avner with a final plea to return to the agency. Avner refuses, his resolve hardened by his disillusionment. In a poignant moment, he invites Ephraim to share a meal with his family—a symbolic gesture of peace. Ephraim declines, a silent acknowledgment of the unbridgeable divide between them.

As the dust settles, a title card quietly states the grim reality: nine of the 11 targets were eventually assassinated, including Salameh, who met his end in 1979. But for Avner, the price of vengeance was far greater—a fractured soul, a family under threat, and a life forever changed by the shadows of Munich.
